My 3-year old has tantrums because she is tired yet won't sleep! HELP!?

She has a consistent schedule and routine yet won't sleep. She will play in her bed until 9:00 or later; then wake up tired. Same at naptime. I don't want to drug her but music and back rubs don't work.
