10 yr old daughter lies all the time and its imposible to get her to come clean. She also seems to be numb.?

She steals from me and when confronted will scream and cry at how she isnt lying she makes up storries all the time and will argue with adults she lies to her teachers she lies to our other children and no matter what she wont confess it dosnt matter if we had her on video she would cry and say that was someone who looked just like her she has hurt many people with her lies and shows no remorse. her other issue is she shows no true feelings for anyone when asked to clean up dog doo she threw a major tantrum we told her we clean it up or get rid of the dog shhe said get rid of the dog (we have had the dog for 3 yrs) she will be hurting her dad and when asked to stop she will pout and wine. when asked to apoligize for hurting someone she acts as if it is below her. i dont know what to do
