Help!! My four year old is throwing screaming tantrums!!?

I don't know where to begin! My daughter is four and lately has become a terror! She she gets in trouble or put in time out she starts these screaming fits. And this isn't your typical screaming. She sounds like a demon sometimes. We live in an apartment and my husband and I are always worried that our neighbors are going to call the cops. I don't know what to do. We have tried putting her on her bed and letting her scream it out, but after an hour what are we to do? I am so tired and feel useless. I feel like I am unable to give my youngest daughter attention because I am constantly trying to deal with her older sisters tantrums. Sometimes I just want to lock myself in the bedroom and cry. It is becoming too much! Please, if you have had experience or and suggestions I would love to hear!!
